JAKARTA, KOMPASTV - The "fiscal shock" at the regional level is protracted. Several regional heads have admitted to having difficulty paying the salaries of Government Employees with Work Agreements (PPPK) due to regional government budget deficits, following cuts in regional transfer funds from the State Budget (APBN). On the one hand, this situation raises questions about the effectiveness of regional governments in managing budgets and determining spending priorities. However, on the other hand, many regions have limited local revenue (PAD), and the majority of their budgets have been absorbed by routine expenditures. The problem is further complicated by the legacy of past PPPK recruitment, which is deemed not to have fully considered each region's fiscal capacity.
