Who CAN do solo ToDs starting from 2L? DBFZ

What characters can do a solo ToD starting from a 2L? Basically, the difficulty is similar to who can kill off autocombos since the scaling is pretty similar, although there are some differences. There are also characters who can do it with or without Sparking, or with more or fewer bar resources. I forgot to add Frieza in the edit, but he can do it too :D
