In this new edition of the week's political news, Antoine Léaument looks at three topics. First, the defeat inflicted on Macron's party in the Law Committee regarding the RIPOST bill; second, the resounding fiasco of the parliamentary slot allocated to Éric Ciotti's party concerning arranged marriages; and finally, the heatwave, which he addresses from the perspective of social inequalities in the face of heat and the structural solutions proposed by La France Insoumise. The RIPOST bill, originally championed by Bruno Retailleau and then continued by the current minister, is part of a strategy of escalating penalties: increased sentences for refusing to comply with police orders, street racing, and the use of fireworks, and a proliferation of fixed-penalty fines. Antoine Léaument denounces a blurring of the lines between powers, as these fines are issued by the police rather than by a judge. In committee, Macron's party and the National Rally voted together on almost all the measures, as usual. But this time, the mobilization of the left, more numerous in committee that day, allowed them to gut the text of its substance. La France Insoumise even voted for this weakened version, in order to prevent the initial, tougher text from returning unchanged to the National Assembly. The parliamentary slot allocated to Éric Ciotti's party this week, dedicated to the fight against arranged marriages, is being called a complete fiasco. This phenomenon only concerns about 400 cases per year out of 250,000 marriages celebrated, which makes the mobilization totally disproportionate. Antoine Léaument points out that the difficulties faced by foreigners in France stem primarily from the slowness of the prefectures, which now automatically issue orders to leave French territory when they fail to process residency permit renewal applications on time, even for individuals with perfectly legal status. To make matters worse, the text chosen by the UDR (Union of Democrats and Independents) originated in the Senate, preventing its own party from withdrawing it in the event of a deadlock. The left then orchestrated a parliamentary blockade by holding numerous speeches for over eleven hours, preventing the text's adoption and forcing the far-right party to ask the minister to withdraw the amendments proposed by the left, which the minister refused. Regarding the heatwave, Antoine Léaument first reiterates his support for workers exposed to the heat, particularly those whose workplaces lack air conditioning, such as hospitals, schools, barracks, and police stations. He insists that climate change is now a reality that can no longer be prevented, only mitigated, and that future summers will be even hotter. La France Insoumise (France Unbowed) advocates a thermal renovation plan for buildings to eliminate both energy-inefficient and poorly insulated structures, as well as a massive greening of cities, since trees can lower temperatures by twelve degrees through their shade and evapotranspiration. Regarding air conditioning, Antoine Léaument clarifies that La France Insoumise is not opposed to it in principle, but calls for its prioritization in public services and nursing homes rather than its widespread adoption, which would exacerbate urban heat islands. Finally, he denounces the idea, put forward by Yann Barthès, that everyone is equally vulnerable to heat waves: during the 2003 heat wave, mortality was four times higher in attics than on the ground floor.
