Every survey on business conditions in Ukraine points to problematic tax administration for entrepreneurs. The situation is exacerbated by the fact that entrepreneurs declare an unwillingness to develop and expand their business to avoid attracting too much attention from the authorities. In other words, Ukraine's tax system is so unfriendly to entrepreneurs that it hinders our development. Tax authorities justify such a burdensome tax system by the need to maintain fiscal discipline. However, as research by the Business Ombudsman Council titled "Tax Audits - Trust but Verify" shows, over 99% of tax revenues to the budget are secured through voluntary payment of taxes. The question arises – why do tax authorities burden taxpayers with onerous tax administration if honest businesses voluntarily pay taxes, while major tax evasion schemes are not affected by the strictness of the tax regime?
