The new director of the National Emergency System 911, Leonardo Mejía, denounced that the former Secretary of the Presidency, Lesly Sarahí Cerna, requested the creation of 1,571 permanent positions just seven days before the end of her term in January 2026. This request was denied by the then Minister of Finance, Christian Duarte, because the budget for the 2026 fiscal year had not yet been approved by the National Congress. Mejía revealed that an initial assessment detected an overload of personnel and the presence of "ghost employees" who were on the payroll but did not perform any actual duties. Therefore, the hiring of those without a current contract has been prohibited.
