В «Службу 112» поступают хулиганские вызовы

The main task of the 112 service is to help people in trouble. But, as life shows, the service itself needs help. Namely, to protect operators from so-called hooligan calls. After all, their number on different days fluctuates from one to six percent of the total number of calls. And if you consider that an EDDS employee receives more than a thousand of them per day, it is not difficult to calculate the real scale of telephone hooliganism. All false calls are divided into three categories. The first is unfounded calls, when a person, for example, thinks that a trickle of steam from under the ground is a source of fire. The second category is "hooligan" calls: tired of sitting in class, you need to call 112, report a fire and watch with pleasure the emergency evacuation. The most serious offense is telephone terrorism, that is, a report of an explosive device planted in a building. Yulia Kamanina, senior operator of the MKU "EDDS-112" of the Lyubertsy district: "The line is very overloaded, for each call, even a hooligan call, a card is issued, and this is time. A person can call asking for help, and the line will be busy. Not only children, but also people under the influence of alcohol misbehave. Sometimes people call and ask what day of the week it is." In order to reduce the number of hooligan calls, employees of the Lyubertsy rescue service, through the media and personal meetings with students of educational institutions, carry out preventive work explaining the consequences of telephone pranks. Vitaly Bogdanov, director of the MKU "EDDS-112" of the Lyubertsy district: "All residents of the district, especially schoolchildren and children, whose calls make up about 50% of all false calls, should know about the responsibility that awaits them, as well as their parents, for the pranks that their children allow themselves to do." Currently, the law provides for a fine of between one thousand and one and a half thousand rubles for a false call to emergency services. It is possible that this figure will increase significantly in the near future. But for telephone terrorism, the prankster “faces” criminal liability. Soon, 112 service operators will have the ability to track a false call. Vitaly Bogdanov, Director of the MKU “EDDS-112” of the Lyubertsy District: “The so-called answering machine for hooligan calls. When the operator classifies the incoming call as hooligan, with a “click” of the mouse this call is automatically classified as hooligan, then the machine intercepts this call, identifies the number, turns on the answering machine, and information about responsibility for this offense is sent to the number.” The operator of the Unified Duty Dispatch Service is given 8 seconds to accept and process the call and 70 seconds to assess the situation and then make a decision on providing assistance. Vitaly Bogdanov, Director of the Municipal Institution "EDDS-112" of the Lyubertsy District: "If during a hooligan call, a disaster really happens, and a person does not have time to accept this call, there is a real disaster, and all forces and resources are thrown at the call that the child made either out of stupidity or malicious intent." On June 30, at a meeting of the Moscow Region Government, the results of the first year of work of the regional 112 service were summed up: compared to the same period, the number of deaths in 2016 decreased by 500 people.
