The top of an onion is just stored food, but the bottom — the basal plate — is the living heart of the plant, and it wants nothing in this world but to grow. From rooting the scrap in a cup of water (roots in two days, leaves in nine), to moving it to soil, to the one step nobody tells you — separating the cluster into single plants — to curing the bulbs for storage, this is the old waste-nothing thrift our grandmothers lived by.
