This is because Binance has not received a MiCA license. Accounts for users in these European countries have been reduced to withdrawal and closing mode. You cannot buy new cryptocurrencies through Binance. The other cryptocurrency exchange (Coinbase) shown in the video is still operational. For now, I'm not taking the video down from YouTube, as I assume Binance will iron out the legal issues and return to the market within a few months. Important note #2! In the case of cryptocurrencies, you must report not only the sale (as with stocks) but also the acquisition of cryptocurrencies to the tax office.
