I wondered why it wasn't a city, but to become a city, the basic rules are: 1) A population of over 50,000 2) The number of households in the central city area (contiguous rate) must be over 60% of the total number of households 3) The number of people working in the secondary and tertiary industries and their household members must be over 60% of the total population 4) The city must meet the urban requirements set out in the prefecture's ordinance So it seems a bit difficult for Komono Town, which has a population of at least 40,000, to become a city at this point. In that case, Toba City, Kumano City, Owase City, and Shima City do not meet the conditions for a city, but under the current legal system, municipalities that have met the conditions for a city in the past and become a city cannot revert to being a town or village even if they no longer meet the conditions for a city, so the above cities must have met the conditions for a city in the past. Well, to be honest, unless it becomes a government-designated city, whether it's a city, town, or village doesn't have much of an impact on the residents, so it might not matter whether it's a city or a town. Among the towns in Mie Prefecture, Komono Town is particularly well developed.
