The new rules increase fines for ticketless travel, misuse of reserved coaches, unauthorized vending, and disruptive behavior on railway premises. Train passengers violating railway rules will now face significantly higher penalties following major amendments to the Railway Act, 1989 under the Jan Vishwas Act, 2026. The revised provisions, published in the official gazette after receiving Presidential assent, aim to strengthen compliance and improve passenger safety. Under Sections 137 and 138, the minimum excess charge for traveling without a valid ticket has been doubled from ₹250 to ₹500. Penalties have also been increased for using transferred tickets and unauthorized entry into reserved compartments. Men found traveling in coaches reserved for women may now face a fine of up to ₹2,500. Additionally, activities such as begging, unauthorized vending, and creating disturbances under the influence of alcohol or drugs on railway premises can attract fines of up to ₹5,000 along with possible imprisonment. Repeat offenders may face stricter legal action, including jail terms.
