The reaction and position of the first president of the USSR included the following aspects: Official statement (1989): Amid ethno-confessional clashes in the Fergana Valley, in which Meskhetian Turks suffered, Gorbachev addressed the nation on national television. He called the events a tragedy, condemned interethnic violence, and called for stabilization. Assessment of the causes: Speeches and documents from those years (including the work of government commissions) noted that the conflicts were not random. Gorbachev acknowledged that the outbreak of violence was rooted in unresolved socioeconomic issues, shortages, youth unemployment, and rising nationalist sentiment. Response: To suppress the pogroms and protect the population, the central leadership deployed troops to the republic and declared a curfew. Gorbachev insisted on the inadmissibility of lynching and attempts to resolve political issues by force.
