Can We Get This Seized-Up Honda Dream Running?

Can we make this seized up Honda Dream run again? This bike came from a recent purchase of 8 bikes that we saved from an uncertain future. Although some of the bikes we bought have already been sold off, this charming little Dream 150 couldn't be left alone. It is very complete but unfortunately the engine is seized up due to water rusting the piston rings. Lets see if we can make it run again!
