The shorten video can be found here: • Video . Standing Order 94 (b) specifies that, "The Speaker can name a disorderly Member. Immediately following a naming, on a motion being moved, the Speaker shall put the question-- 'That the Member be suspended from the service of the House. The question must be resolved without amendment, adjournment or debate." Naming is a parliamentary procedure available for the Speaker for a tougher punishment than Standing Order 94(a), where the member is suspended from the House for 24 hours instead of just 1 hour. As shown with Wayne Swan's second naming, if a member has been named twice during the same year, they are suspended for three sittings. Naming involves the Speaker intentionally breaking parliamentary tradition by using the member's "name" rather than their division - even though Speakers tend to say: "I name the member for X."
