José Ramón Cossío criticized the way the Supreme Court of Justice of the Nation resolved a case related to the quality of education at the primary and secondary levels. He pointed out that the court avoided clearly defining the constitutional concept of “educational quality” and, instead, justified its decision based on external arguments and the content of the challenged agreement itself.
