The Republic is teeming with highly privileged positions. How and by whom are they allocated? Who are these men and women whom the State so generously rewards? How much do they cost the State? Most of these lucrative jobs are earned through their skills and hard work: prefects, State Councilors, Inspectors General, and Inspectors of Finance. They influence laws and budgetary choices, they run the vast machinery of the State, and they oversee the administration of departments and regions. Their salaries and benefits reflect their responsibilities. But the investigation reveals that hundreds of senior civil servants obtain their positions for more opaque reasons. Every year, the President of the Republic and his ministers appoint or transfer hundreds of senior officials, not solely based on merit. It's a way to thank some for services rendered, to ensure the loyalty or silence of an opponent, or to offer a future to a friend who has fallen from grace or is nearing the end of their career. As a result, the senior civil service is home to a significant number of unassigned prefects, unproductive state councilors, and sometimes incompetent inspectors general. So, merit or nepotism: who benefits from the best positions in the Republic? An investigation by Stéphane Girard, produced by Cat & Cie.
