Isaiah 28 - "Here a Little, There a Little" (Sermons from Verses We Misunderstand)

Isaiah writes that the Word of God was "Precept upon precept, precept upon precept, line upon line, line upon line, here a little there a little." Is this a good thing? Does it express the principle that we learn the Scriptures a little at a time, or is it a bad thing? Is there more to this verse than what at first meets the eye?
