The aim of the center was to question the values of the cultural and socio-political institutions of the industrial nations: Has mankind really benefited from so-called "progress" and the industrial means of production? What effect have education, car traffic, technology and modern medicine had on human beings? Illich criticizes above all the presumption of the industrialized countries to impose on the so-called Third World the same path of development on which they had ventured. Illich sees development aid as a form of neocolonialism. The peoples of the Third World were no longer forced at gunpoint to serve the interests of the industrial nations; they were now becoming addicted to the products and institutions of the West. Over the years, the center became a kind of "People's University." More than 20,000 men and women from all over the world and from all walks of life participated in its seminars and courses.
