In a skillet with olive oil over low heat, sauté the diced onions until translucent, then add the bell pepper and cook for 2 minutes. Season to taste with salt and pepper. Add the chili pepper (seeds removed), mustard, and the blood sausages (casings removed). Cook for a few minutes until everything is well combined. Assemble the tapas: place a generous amount of the blood sausage mixture on the bread, top with an arugula leaf, and serve.
