The reason was that Government Employees with Work Agreements (PPPK) were disappointed after hearing that PPPK employees would be laid off. This situation was caused by the Tidore Islands City Government experiencing a budget deficit of IDR 50 billion, making it unable to fully pay PPPK and part-time PPPK employees. A fire broke out and people pushed each other as they tried to force their way into the Tidore Mayor's Office. Tidore Islands Mayor Muhammad Sinen stated that cuts to employee income supplements had to be made due to reduced central transfers to the regions, which had caused the city government's budget deficit. North Maluku Governor Sherly Tjoanda also expressed complaints about the inability to pay PPPK employees. She even stated that the North Maluku Provincial Government would not be able to pay PPPK employees until the end of 2026. Sherly stated that the provincial government's employee spending exceeds the general allocation funds transferred by the central government. Home Affairs Minister Tito Karnavian stated that regional governments need to carefully implement efficiency measures. However, he acknowledged that 39 regions do need assistance paying employees. The fate of the PPPK needs serious consideration. Regional and central governments are expected to be able to resolve this issue collaboratively. Efficiency, a state priority in saving finances, must not be at the expense of the public interest.
