Its name comes from its turtle-shaped coastline. It is being developed as a marine tourism hub with easy access from the Seoul metropolitan area. Its most iconic attraction is Wave Park, one of the largest artificial surf parks in the world. With surfing, water leisure activities, seaside promenades, café streets, and night views, it offers a rare exotic coastal city atmosphere near the capital region. However, the area has not yet fully matured. Many commercial spaces remain vacant, visitor traffic is still limited, public transportation access is somewhat inconvenient, and there is still a lack of stay-oriented tourism content. Although it looks like a glamorous modern waterfront destination on the outside, in reality it is still closer to a developing tourism district where commercial and urban infrastructure are not yet fully stabilized. As of 2026, Turtle Island is viewed less as a “failed tourist destination” and more as a capital-region marine leisure destination with strong infrastructure but still-evolving urban completeness.
