In his second State of the Nation Address, President Ramos presented Philippines 2000 — the administration's blueprint for national economic recovery, balancing global competitiveness and people empowerment — his strategic framework to establish effective government to drive development. Its first component is the Medium-Term Philippine Development Plan for 1993-1998 [MTPDP 93-98] was developed with the principles of people empowerment and global excellence. This roadmap proposed specific policies and programs to stimulate economic activity and mobilize the entrepreneurial spirit in ordinary Filipinos. The second component addresses the larger environment—the political, social, and cultural climate—in which economic growth must take place.
