Por Que Ninguém Foi Preso Pelo Maior Golpe Imobiliário da História do Brasil?

In March 1999, Brazil's largest construction company declared bankruptcy, leaving 42,000 Brazilian families without the apartments they had been paying for for years. 710 unfinished projects across 23 states. 23,000 employees laid off overnight. A total debt of 2.5 billion reais—equivalent to more than 10 billion in today's values. Families who had fully paid for their properties discovered they would never receive the keys. Others continued paying installments for months without knowing that construction had stopped. The case was compared by Brazilian economists to a "Brazilian Enron." And the man who orchestrated the disaster—an engineer from Espírito Santo who had started his life selling mate tea on Copacabana beach—never served any prison time. This comprehensive documentary tells the story of one of the biggest corporate tragedies in Latin America. From the humble origins of Pedro Paulo de Souza, a young man from Espírito Santo from a poor family who studied engineering in Rio de Janeiro, supporting himself by selling mate tea on the beaches. From the founding of Encol in Goiânia in 1961 with only "half a Volkswagen Beetle" as initial assets, to its meteoric growth in the 80s and 90s, when the company became the largest construction company in the country, with assets of 1.2 billion dollars, more than 100,000 apartments built, 23,000 employees, and operations in all 23 Brazilian states and the Federal District. And we will delve into the darkest details of the scheme. The "single account" model that mixed resources from different projects. The fraudulent practice of selling the same apartment to two or even three different families. The falsified invoices, the off-the-books accounting, the labor liabilities of more than 5 billion reais hidden with the Federal Revenue Service. The inconclusive investigation by the Public Prosecutor's Office in 1994. The disastrous intervention of Banco do Brasil in 1997. The Deloitte report that revealed a billion-dollar deficit. The bankruptcy filing. The final bankruptcy in March 1999. And the human impact on the families who carried this loss for the rest of their lives—postponed weddings, forced divorces, shattered dreams. Let's also understand how a collective tragedy forced a profound reform of the Brazilian real estate sector: the 2004 Law of Asset Segregation, which today protects millions of Brazilian families who buy apartments off-plan. It was a very high cost paid by a generation of buyers. But without Encol, it's likely that this protection wouldn't exist.
