A rare problem with bottom-mount dispensers is a power supply voltage drop. Initially, the dispenser was damaged by a dead Peltier/ceramic element, but after replacing the new Peltier, it still wouldn't cool/the Peltier wouldn't work, and the cooling fan wouldn't work. This problem is often caused by a voltage drop caused by changes in the Elko value at the 12Volt output. Measure and replace the smaller Elko with 25V/47uF and 50V/4.7uf.
