Flood victims denied funds

The Ontario government has activated the Disaster Recovery Assistance Program for specific Ottawa areas affected by Canada Day overland flooding, excluding several hard-hit neighbourhoods. CTV's Natalie van Rooy speaks with Crystal Beach resident André Boucher, who calls the exclusion an "absolute devastation" after his home sustained severe damage. Ottawa councillor Theresa Kavanagh says she is furious that communities dealing with 167 millimetres of rainfall have been completely ignored. Eligible residents can receive up to $250,000 for cleanup and basic emergency expenses, and have until Nov. 16 to apply.
