There is a common thread between the free transfer of the Garibaldi ship to Indonesia and the new industrial alliance between Italy and Albania. Let's start with Albania. An agreement between Fincantieri and KAYO has launched a joint venture for shipbuilding and maintenance. The company will be 51% owned by the Italian group and 49% by the local partner, linked to the Albanian Ministry of Defense. The goal is to operate in both the domestic and international markets. The shipyard near Vlora will become the production hub, with a plan to build approximately ten units between 2026 and 2030, primarily OPV patrol vessels. This project builds on existing relations between Italy and Albania. In 2025, Italy transferred the decommissioned Cassiopeia-class patrol vessel Libra free of charge. These vessels are over thirty years old and suffer from structural and technological limitations compared to current standards. The sale sparked political controversy over the ship's estimated value and transfer costs. However, it was included in a framework of bilateral defense cooperation. Turning to the Garibaldi case, the pattern is repeated. The ship, no longer operational, will be transferred free of charge to Indonesia. Maintaining the hull costs approximately €5 million annually, while scrapping it would cost €18 million. At the same time, Italy has initiated industrial agreements with Jakarta for military platforms, involving companies such as Leonardo and Drass, for a total estimated value of around €1.5 billion.
