Since 2022, all vehicles in our store subject to registration with the State Traffic Safety Inspectorate (STSI) are supplied with an electronic vehicle title (EVT). EVT registration is performed through the Electronic Passport System (EPS) portal https://elpts.ru/ This article provides detailed step-by-step instructions for obtaining an EVT for buyers and dealers. As before, when importing vehicles into the Russian Federation, the EVT is issued by the importer (distributor), but now it is issued electronically on the EPS portal. When a dealer purchases a vehicle from a distributor, the distributor transfers the EVT to the dealer through the portal. When a dealer sells a vehicle to the end consumer, the dealer transfers the EVT to the buyer through the portal. The EVT transfer procedure is subject to a fee of 120 rubles (as of spring 2023), paid by the transferring party. The purchase agreement and acceptance certificate are executed in paper form. The owner of an electronic vehicle title (EVT) can obtain and print an extract from the EVT at any time free of charge on the portal. The extract does not indicate the current owner. It is recommended to have the extract with you when registering the vehicle with the State Traffic Safety Inspectorate (STSI). To use the portal, the dealer must have an electronic digital signature (EDS). Both legal entities and individuals must register on the portal.
