   • كيفية إستخراج البطاقة الإستيرادية وإجراءات...   Documents Required to Obtain an Import Card The Ministry of Trade and Industry issued Law No. 7 of 2017 amending some provisions of the Importers Registry Law last March. Several substantive provisions were introduced to prevent problems related to counterfeit, adulterated, or substandard goods that may arise from unregulated export operations. The executive regulations elaborated on these provisions, and among the most important was the definition of importation for trade. Law No. 121 of 1982 limited the requirement to register in the importers' register to importation for trade. The decision specified the documents that must be submitted for registration in the importers' register, including the following: First: For the registration of natural persons (individual merchants): 1- An official extract from the commercial register of the main establishment, provided that importation is included in the merchant's activity and that the fixed capital in the commercial register at the time of registration is not less than five hundred thousand Egyptian pounds. Those registered in the register before the effective date of these regulations must adjust their capital status within six months of the effective date of these regulations. 2- A certificate from the relevant chamber of commerce, certified by the General Federation of Chambers of Commerce, proving that the merchant has been engaged in commercial activities for at least two consecutive years prior to the application. Registration 3- A copy of the merchant's personal identification documents 4- An official extract of the birth certificate or Egyptian citizenship card for those of foreign origin 5- A copy of the tax card with all its data completed 6- An import practice certificate for the applicant or the person responsible for importing. 7- A copy of the tax return for the year preceding the registration application date, certified by the Tax Authority, provided that the business volume stated in the return is not less than two million Egyptian pounds. Those holding an import card before the effective date of these regulations are exempt from submitting this document. 8- A receipt for the cash deposit or a bank guarantee letter for the amount of fifty thousand Egyptian pounds. Those holding an import card before the effective date of these regulations must adjust their status in accordance with these provisions within six months of the effective date. 9- A declaration from the applicant stating that they have not been convicted of a felony or a crime involving moral turpitude or dishonesty, or any of the crimes stipulated in paragraph (d) of Article 2, Section 1 of the Law. 10- A declaration from the applicant stating that no final judgment has been issued against them for committing any of the crimes of fraudulent or negligent bankruptcy, unless they have been legally rehabilitated. 11- A declaration from the applicant stating that they are not a member of the House of Representatives or any local council and are not engaged in political work. If they are a member of one of these bodies or engaged in political work, they must provide proof that their membership or engagement began after they started their commercial activities. Second: Regarding the registration of partnerships and limited liability companies: 1- An official extract from the company's registration in the Commercial Register, provided that importing goods for trade is among its objectives and that at least one year has passed since its registration. 2- An official extract from the company's articles of incorporation and any amendments thereto, provided that these articles and any amendments are registered and recorded in the Commercial Register. 3- A document proving that the paid-up capital is not less than two million Egyptian pounds, either by submitting a certified copy from the Tax Authority of the company's latest financial statements submitted to the Authority, or by submitting a certificate from a bank registered with the Central Bank confirming the deposit of the paid-up capital. Companies holding an import card prior to the implementation of these regulations must adjust their status in accordance with these provisions within six months of their effective date. 4- An official extract of the birth certificate of the manager responsible for imports, or proof of Egyptian citizenship if of foreign origin. 5- An import practice certificate for the manager responsible for imports and the employees involved in import operations. 6- A certified copy from the Tax Authority of the last tax return for the year preceding the application for registration, indicating that the business volume is not less than five million Egyptian pounds.
