Second Lieutenant Ha Jae-pal, who was in charge of the practical aspects of establishing the 6th Regiment, was a former student conscript second lieutenant in the Japanese military. After the Liberation, both the left and right wings established private military organizations in preparation for the founding of the ROK Armed Forces. However, Ha Jae-pal, a leftist, only accepted members from the "National Army Preparatory Corps," the leftist organization he had belonged to, and refused to accept right-wing youths. The leftist soldiers followed Ha Jae-pal instead of the first regimental commander, Kim Young-hwan, and even caused an incident where they beat the commander, claiming that his discipline was too strict.
