Ten buildings, containing approximately 150 apartments, and a series of plots of land, worth a total of €35 million, were seized on the morning of October 26 in Orta di Atella, in the Astragata area, by Carabinieri officers from the Aversa territorial unit, coordinated by Lieutenant Colonel Francesco Marra and Captain Domenico Forte, on orders from the Santa Maria Capua Vetere Public Prosecutor's Office. The investigation began last March by Carabinieri officers from the Orta di Atella station and benefited, among other things, from the results of extensive technical expertise. The illegal subdivision—which resulted in urban transformation works on the land in violation of the provisions of urban planning instruments—was carried out by three construction companies, Ital Group srl, Polar Costruzioni spa, and Archedil Costruzioni srl, all with offices in the nearby Neapolitan hinterland. Their owners built pursuant to orders unlawfully issued by officials deemed "compliant" by the Municipality of Orta di Atella. The permits authorized direct interventions by private individuals in areas lacking primary urban development works (sewerage, road, and water systems), and were issued without implementation plans and subdivision plans, which are required for the type of work carried out in that area. The seized building complexes consist of approximately 150 residential units, some of which have already been sold, while others—the majority—are still unsold and are currently registered to the client companies Polar Costruzioni and Archedil Costruzioni. The precautionary seizure was also necessary to prevent the free availability of the apartments by the companies that implemented the illegal subdivision from aggravating or prolonging the consequences of the crimes identified thus far (building abuse and abuse of office) and, in particular, to prevent future interested third parties from purchasing apartments that are part of an illegal subdivision, with the resulting potential risk of financial loss. Many of the seized apartments are home to approximately 25 families, who, however, as the Carabinieri specified, have not been evicted. A total of 13 people are under investigation, including several municipal technicians. During the press conference, attended by the Deputy Public Prosecutor of Santa Maria Capua Vetere, Raffaella Capasso, and the Public Prosecutor Donato Ceglie, it was also announced that the investigation is continuing, also to verify the complicity of municipal administrators.
