VOID MARRIAGES by Public Policy include COLLATERAL BLOOD RELATIVES, legitimate or Illegitimate, up the the 4th Civil Degree (Degeneration/1st Cousins), between Step-Parents & Step-Chidreln, between Parents & Children-In-Law, between Parents, Children, Spouse and Children related through Adoption and parties involved in killing the Spouse in order to marry each other. No Specific Solemnity or Religious Rite(s) to solemnize marriage, need of the MALE and FEMALE to PERSONALLY declare that they take each other as Husband & Wife, to be contained in the Marriage Certificate. The Authorities to Solemnize Marriage - members of the Judiciary to include Judges of the lower and higher Trial Courts, the Appellate Courts and the Supreme Court. Justices of Appellate Courts include those in the Sandiganbayan and the Court of Tax Appeals, with jurisdiction all across the Philippines - Priest, Rabbi, Imam or Minister authorized by his church with registration with the Civil Registrar General , Ship Captain, Airplane Pilot, Military Commissioned Officer at least 2nd Lieutenant or Ensign, Consul and Mayor but not a Governor (Province).
