It began like any other state ceremony, diplomatic cars pulling into the gravel-lined entrance of Koulouba Palace, uniformed guards standing at attention, aides carrying leather folders with crisp credentials inside. But this wasn’t just a meet-and-greet. This was an alignment. A declaration.
