Nagahama cited the 2005 report of the expert panel on the Imperial House Law, pointing out that enabling female emperors and empresses of the female line would be significant in ensuring the "stable continuation of the symbolic emperor system." Regarding the proposal to restore the Imperial family status of former members, he stated that "it is problematic from the perspectives of public understanding and support, stability, and tradition, and is extremely difficult to adopt," criticizing the current discussion as "outdated and far removed from public opinion." Furthermore, regarding a system where female members of the Imperial family do not lose their Imperial status after marriage, he argued that "legal reforms must be enacted so that they can enter the Imperial family as a whole and participate in various activities." Chief Cabinet Secretary Kihara explained that there was no mention of spouses and children in the summary, stating that "spouses and their children do not become members of the Imperial Family."
