What does this mean for humans?

GPT-5.6 and Fable 5 both landed this month. Within days, the US government had a hand on both of them. OpenAI shipped GPT-5.6 Sol to about 20 vetted organizations instead of the public. Anthropic's Fable 5 went live, then got pulled three days later under an export control directive. So the question I keep coming back to isn't which model is better. It's what it means when the two strongest models in the world both get gated in the same 30 days, for the same reason. Cyber and bio. Where are we actually in this thing? Are we at a real pivot, or is this another hype cycle with a government stamp on it?
