It is carried out by an independent Delimitation Commission constituted by the Government of India. The primary objective is to uphold the democratic principle of "One Person, One Vote, One Value" by ensuring that each Member of Parliament represents a broadly similar number of people. Delimitation also provides for the reservation of seats for Scheduled Castes (SCs) and Scheduled Tribes (STs) in proportion to their population. In India, delimitation has been conducted several times since Independence. However, the exercise has remained frozen since the 1971 Census (later extended using the 2001 Census) to encourage population control. The constitutional freeze is scheduled to end after the first Census conducted following 2026, making the next delimitation exercise one of the most significant political and constitutional reforms in recent decades. The forthcoming delimitation is expected to reshape parliamentary representation, potentially increasing the number of Lok Sabha seats and altering the political balance among states. While it aims to improve democratic representation, it also raises important concerns regarding regional equity, federalism, and the impact on states that successfully controlled population growth. Understanding delimitation is essential for comprehending India's electoral system, parliamentary democracy, and the evolving nature of political representation.
