Sonic 3 Carnival Night Zone Sonic Jam 1997 Version

In Sonic Jam each game was ported to Saturn (which is why there's different sounds) and had a Time Attack mode letting you set best time in every act and zone, this was 1997 by Sonic Team... 25 years later Sonic Origins totally lacks this feature aside from Sonic CD which had it on the original Mega CD version too Sonic Jam still had the MJ tracks too.
