Inongo Gives a Triumphant Welcome to Deputy Prime Minister Jean-Pierre Lihau, Champion of Public Administration and Social Security Reforms INONGO, July 5, 2026 – The province of Maï-Ndombe has just experienced a historic moment. After a working visit to Mbandaka, the capital of Équateur province, Deputy Prime Minister and Minister of Public Service Jean-Pierre Lihau Ebua arrived this Sunday, July 5, 2026, in Inongo, the capital of Maï-Ndombe province, as part of his administrative tour. It was exactly 5:00 p.m. local time when the plane carrying the Minister of Public Service landed at Inongo airfield. Upon disembarking from the plane, Deputy Prime Minister Jean-Pierre Lihau and his delegation were officially welcomed by the provincial governor, Nkoso Kevani Lebon, surrounded by political and administrative authorities, public service officials, and a large crowd who had come to give him an exceptional welcome. The atmosphere, marked by songs, ovations, and expressions of joy, reflected the anticipation surrounding this first official mission of the state's human resources manager to the province. Faced with the popular enthusiasm, the official motorcade was forced to slow its progress. Amidst the cheers of the crowd, the Deputy Prime Minister walked part of the way from the airport to his temporary residence, exchanging greetings and conversations with the residents gathered along his route. This enthusiastic crowd demonstrated Deputy Prime Minister Jean-Pierre Lihau's close connection with the people, as well as the interest generated by the reforms undertaken within the public administration. Upon arriving at his residence, the ever-growing crowd prompted the Deputy Prime Minister to deliver an impromptu public address. Before an attentive audience, he outlined the main advancements made in the modernization of the public administration under the leadership of His Excellency Félix-Antoine Tshisekedi Tshilombo, President of the Republic, and under the coordination of the Government headed by the Prime Minister. The Deputy Prime Minister highlighted the structural reforms undertaken in the areas of administrative governance, workforce and payroll management, the digitization of public services, the streamlining of the civil service personnel database, and the gradual improvement of civil servants' social conditions. Continuing his presentation, Jean-Pierre Lihau devoted a significant portion of his time to raising awareness among the wives, widows, and orphans of military and police personnel about the major innovations of the social security reform. He explained the advantages of the Special Social Security Scheme managed by the National Social Security Fund for State Employees (CNSSAP), presented as a landmark reform that now guarantees better social protection for the families of state employees, particularly through survivor's pensions, social benefits, and the securing of social rights. This visit to Inongo reflects the Government's commitment to bringing the administration closer to citizens, disseminating information about ongoing reforms, and ensuring their adoption by the public and by state employees. During his stay in Maï-Ndombe, the Deputy Prime Minister will pursue several official activities, including working sessions with provincial authorities, meetings with civil servants and state agents, as well as awareness-raising activities around the major reforms undertaken in the public service sector.
