Contraloría alerta riesgo fiscal: al Gobierno le faltan $303 billones para financiar el presupuesto

The Comptroller General of Colombia warned that current fiscal pressures jeopardize the sustainability of the 2026 National Budget and alerted authorities to a scenario of greater difficulties for public finances, marked by lower revenues, a rapid increase in debt, and budget execution that, according to the oversight body, compromises the country's fiscal stability. The analysis was based on the updated 2026 Medium-Term Fiscal Framework (MTFF) and the entity's ongoing monitoring of public debt. According to the report, as of June 16, 2026, the National Budget totaled COP 555.72 trillion. Of that amount, the government had collected COP 252.68 trillion, leaving approximately COP 303 trillion, equivalent to 54.5% of the total budget, still to be financed. For the Comptroller General's Office, this situation represents a significant challenge to guaranteeing the resources necessary to fulfill all the State's obligations for the remainder of the fiscal year. One of the main points of concern is the performance of tax collection. The budget was approved with a tax revenue target of $321.46 trillion, a figure that included taxes created during the emergency declared in December 2025, which are no longer in effect, as well as taxes established during the emergency declared in February 2026. However, the Government itself acknowledged in the Medium-Term Fiscal Framework that this target will not be achievable and reduced the revenue projection to $294.28 trillion. The Comptroller General's Office indicated that even this new target faces difficulties. As of June 16, actual tax collection amounted to $138.17 trillion, reflecting, for now, a shortfall of approximately $32 trillion compared to the expected performance by that date. Furthermore, it warned that there is a discrepancy between the figures used in budget planning and those included in fiscal planning, which increases uncertainty about budget financing for the remainder of the year. The oversight body explained that while the General Budget maintains a revenue expectation of $321.46 trillion, the 2026 Financial Plan revision set the target at $291.36 trillion, and the Medium-Term Fiscal Framework established it at $294.28 trillion. This difference implies an adjustment of $27.18 trillion compared to the initial budget target, and according to the Comptroller General's Office, if the government does not manage to obtain new sources of revenue, it will have to reduce public spending by at least that same amount to maintain a balanced fiscal account.
