Gen Charles Otema Awany, the Commander of the Uganda People's Defence Forces Reserve forces has been making headlines recently over his consultative meetings within Bardege-Layibi Division in Gulu City. There have been rumors that Gen Otema intends to vie for the Bardege-Layibi Division Parliamentary City currently occupied by Martin Ojara Mapenduzi come 2025.
