The two flashing LEDs on the charger (Parkside or not) indicate a battery problem. The first, which can only be resolved by waiting, could be due to high temperatures; the second could be due to the battery voltage having dropped below the charger's detection threshold. In this video, I'll explain how to resolve the problem, or at least make an attempt to save the apparently faulty battery. For 12V batteries, the procedure is exactly the same, but it's done between two 12V batteries. The only difficulty is keeping the cables firmly on the contacts, as those on 12V batteries aren't protruding.
