Samnyeonsanseong is a representative stone-built mountain fortress of the Silla located in Boeun. It served as a strategic stronghold built in the late 5th century when Silla was expanding its power toward the northwest. According to the Samguk Sagi, construction began in 470 during the 13th year of King Jabi Maripgan and was completed in just three years. The fortress was therefore named “Samnyeonsanseong,” meaning “the fortress built in three years.” In 486, the official Siljuk mobilized 3,000 soldiers to carry out major repairs to the fortress. During the wars of the Three Kingdoms unification, King Muyeol of Silla also used this place to receive envoys from the Tang dynasty.
