The State Duma passed a law on using the army to protect Russians arrested abroad. Deputies voted simultaneously in the second and third readings for amendments to the articles "On Citizenship" and "On Defense." The new provision will give the Russian president the right to use the Armed Forces outside of Russia to protect Russian citizens arrested or held by decisions of foreign courts and international bodies in which Russia is not a party. This applies, for example, to the International Criminal Court in The Hague, a possible special tribunal for aggression against Ukraine, and national courts of other countries that exercise universal jurisdiction. Experts, however, believe that in practice, the actual use of the army to free those arrested is extremely unlikely, and the new provision is more likely a tool of propaganda and pressure on the West.
