Basically you have to be nice to Arc during your entire playthrough in order to unlock it. Somehow I've managed to miss it twice in the row -_- There are also two new voice lines for Arc during her fight with Shiki. Apparently there is another max affection scene with Noel, I will try to find it tomorrow.
