NC State Auditor Utility Audit Response

The North Carolina State Auditor has released its independent review of Rocky Mount's utility billing issue, providing long-awaited answers to questions that have concerned residents for months. The report confirms that the City did not overbill utility customers, while also identifying significant communication failures and weaknesses in internal controls that contributed to confusion, delayed bills, and a loss of public confidence.
