The European Commission has proposed extending temporary protection for Ukrainians in the EU for another year—until March 4, 2028. But this proposal contains a crucial caveat. The document clearly states: temporary protection is not absolute. It is not an unconditional right for every person who has left Ukraine. It is a special emergency mechanism that may apply to certain groups of people and may be subject to exceptions. The most debated part of the draft concerns new applicants. The European Commission proposes that temporary protection, as a rule, not be granted to those who leave Ukraine after the new decision comes into force and cannot prove that the Ukrainian authorities have granted their exit permit in accordance with military service requirements. This means that for the first time, the EU has so directly linked temporary protection for Ukrainians to the issue of mobilization and Ukraine's defense needs. It is important to understand: — this is a proposal from the European Commission, not a final decision; — the protection is proposed to be extended until March 2028; — the changes primarily affect new arrivals; — this does not automatically deprive those already in the EU of their status; — the document uses the term "as a rule," rather than an absolute ban.
