The video depicts the frustration of a small vendor who was allegedly charged a tax by the Pati Public Works and Spatial Planning Agency. In the video, the videographer shows a receipt labeled "Proof of Payment" for Rp 840,000 in the name of Maryati, a rice cake vendor in Kebolampang Village, Winong District, Pati. The videographer and the stall owner complained about the high fee, which had to be paid in cash on the spot, and alleged that there was a threat of demolition of the building if they refused to pay. In response to the uproar, the Pati Regency Public Works and Spatial Planning Agency immediately clarified that the narrative in the video was not entirely true. The payment was not a business tax for the stall, but rather an official levy for the use of land assets owned by the local government. The building stands on an irrigation extension, a regional asset under the management of the Public Works and Spatial Planning Agency. During the data collection and inspection, it was discovered that the land use permit for the stall had expired. Regarding the questionable amount of Rp840,000, the calculation details are legally regulated in Pati Regency Regulation Number 1 of 2024 concerning Regional Taxes and Regional Levies. Based on this regulation, the rate for land use along irrigation or river banks is set at Rp10,000 per square meter per year. So, the receipt shows the land area used is 28 square meters.
