Wittering" (often used with "on") means to talk for a long time about things that are not important, interesting, or are silly and boring. It often carries a sense of disapproval. For example, you might say: "He'd been wittering on about his neighbours for half the morning." It can also refer to the pointless chat or chatter itself.
