June 3rd was marked by a sharp decline in activity in several districts of Kinshasa following a call for a "ghost town" operation launched by opposition groups against a proposed constitutional amendment. In several neighborhoods of the Congolese capital, notably Masina, Kimbanseke, Limete, Ngaba, and Mont-Amba, economic activity slowed considerably. Businesses remained closed, traffic was significantly reduced, and a heavy security presence was observed at major intersections and around several administrative buildings. In Masina, young people claiming to be from the opposition organized rallies punctuated by the explosion of firecrackers, while other groups supporting the government displayed their backing for a potential third presidential term. Despite some localized tensions, security forces remained deployed in several strategic areas of the capital. The United States has officially announced new targeted sanctions against John Imani Nzenze, described as the intelligence chief of the M23, and against Gustave Kubwayo, alias Colonel Sirkoof, an associate of the FDLR. According to the U.S. Treasury Department, these measures are part of international efforts to de-escalate the conflict that has plagued eastern DRC for several years. The sanctions include freezing assets held under U.S. jurisdiction and various financial restrictions on the individuals concerned.
