※ This video was produced in 2012 and may differ from the current situation. ■ Background of the FX Project The most urgent reason for the FX project is that more than half of the fighter jets in the Air Force are aging models that are 30 to 40 years old. F-4 and F-5 fighter jets have already exceeded their lifespan, and over 180 units are scheduled to be retired by 2019. Ensuring pilot safety and filling the power vacuum has become an urgent task. We investigated the necessity of the project. ■ Questionable Evaluation Process The FX project, in which three aircraft models—Boeing’s F-15SE, Lockheed Martin’s F-35, and EADS and European Aerospace & Defence Industry’s Eurofighter—are competing, is experiencing a questionable process from the start, such as the bid being withdrawn after the proposal deadline. It is also being criticized for being rushed, as the proposal evaluation was completed in just over 10 days. During the first phase of the FX project, the proposal evaluation alone took six months. We examined the appropriateness of the proposal evaluation through the testimonies of experts. The three aircraft models that passed the proposal screening are currently undergoing test evaluations to review their performance and military operational suitability. Controversy has arisen because while the F-15SE and Eurofighter accepted demonstration flights and flight tests, the F-35 was uniquely denied them. We verified why flight tests are crucial in the test evaluation process by examining equipment currently in operation. ■ Price and Offsets The participation of aircraft currently under development in this FX project has created a structure where evaluating prices has become difficult. Nor is the approach to induce competition among the three models to lower prices. Analysts suggest that, under these circumstances, it will be impossible to purchase all 60 targeted aircraft within the limited budget. We shed light on the issues with the price negotiation process. We also investigated the problems associated with so-called offsets, which involve receiving technology transfers or work orders in exchange for overseas purchases.
