The three of them send a message to the world asking for everyone to surrender to them in the span of a week unless they want to face the consequences, and give them an example of what they could face if they don't when Ra Moon shows off the power of his EM waves to create chaos. Because of this, many robots and people around the world have been hurt, leaving Mega Man, Elec Man, Fire Man, Guts Man and Ice Man as the only five heroes that the world can rely on while the rest of the Light Numbers have been sent to a bad state due to the EM waves.
