HP Officejet Pro 8610 Paper Jam Error With No Paper Repair

I am troubleshooting an HP 8610 Officejet Pro that is giving a paper jam error despite there being no paper jam to find. I tracked it down to being a slipping drive belt located behind the main circuit board. The symptoms it displayed in addition to the error on the screen was three very rapid clicks right away after turning it on and nothing else would happen. There could be other causes for this error, so be sure you are paying attention to any other symptoms that may be present.
